NIGERIA ONE UN COVID-19 RESPONSE
As the spread of the coronavirus intensifies, Nigeria is already dealing with enormous social and economic impacts exacerbating existing inequalities and creating new inequalities, which are hitting the most vulnerable people the hardest. In a country that is overwhelmingly tied to the informal sector, the COVID-19 pandemic is affecting livelihood and spending patterns, which in turn could have a negative impact on the economy and wellbeing of the people.
It requires a whole society approach to limit the spread of coronavirus and to cushion the potentially devastating impact it may have on people and the economy. Therefore, enhancing trust and cooperation, within and among communities and, between people and the Government is critical for a sustained fight against the pandemic.
Operationalisation of the Nigeria One UN COVID-19 response
Recognising that collaborative efforts are urgently required to respond to the multifaceted nature of the COVID-19 pandemic and its unprecedented implications on the socio-economic conditions already challenged by the complex development context, a unified United Nations strategy to amplify the Nigeria Government’s response was initiated in March 2020. The overall management of the One UN COVID-19 Response Basket Fund is led and coordinated by the Project Board with representation from the Presidential Task Force; Federal Ministry of Health, Nigerian Centre for Disease Control (NCDC), relevant Government departments, fund contributing donors and the UN. The Project Board oversees the UN COVID-19 Response Basket Fund supported by a Technical Committee established to review project implementation tools.
The Nigeria One UN COVID-19 response reflects the United Nations in Nigeria’s support to an inclusive and nationally owned COVID-19 response through a shared vision and a common strategy. Its purpose is to coordinate and align UN’s efforts and leverage partnerships with the government, development partners, foundations, CSOs and the private sector to increase the availability, accessibility, affordability, adaptability and acceptability of COVID-19 response interventions in Nigeria.
Coordination of partnerships and mobilisation of resources for a unified, rapid and effective response
To enhance coordination of partnerships for effective resource mobilisation, accountability and collaborative response to the COVID-19 pandemic, UNDP continues to support the Presidential Task Force (PTF) to compile reports on UN agency specific contributions towards the COVID-19 response in Nigeria. UNDP as a member of the PTF committee on resource mobilisation and coordination, developed a public-facing resource tracking dashboard as a transparency and accountability tool to enhance awareness and understanding of ongoing efforts to mobilise resources. To further ensure accountability UNDP initiated the procurement process of Price Water House Coopers (PwC) – to provide the PTF with financial management and reporting services including regular auditing of the support being directed towards the response.
As of July 2020, the One UN COVID-19 response Basket Fund, managed by UNDP had mobilised US$63.8 million, including US$54.6 million from the European Union (EU); US$2.2 million from UN agencies; $US4 million from the private sector (Dangote US$ 3.8 million and AP Maersk US$ 0.2 million); US$0.4 million from the Government of Switzerland; US$ 1 million from Bill & Melinda Gates Foundation; US$ 400,000 MacArthur Foundation; US$ 1,050,000 from Government of Norway

Allocation of resources to deliver interventions under the One UN COVID-19 response
As of June 2020, the Project Board had allocated US$ 42,767,450.16 for response interventions to be undertaken by Participating UN Organizations (PUNOs) covering the following areas: Risk Communication and Community Engagement (RCCE); Strengthening State level Operational Capacity in Surveillance, Infection Prevention, and Control; Building Capacity of Healthcare Workers in Case Management and strengthening hospital capacities to respond; and, engagement with Civil Society Organisations to reverse the negative impact of COVID-19 on equal access to essential health services.
